EQR Data Governance: FERC Order 917 Will Put It to the Test

The Federal Energy Regulatory Commission’s (FERC) Order No. 917 marks an important development in Electric Quarterly Report (EQR) requirements, introducing changes intended to improve reporting accuracy, data quality and transparency across the U.S. electricity market.

Featured in RTO Insider, the commentary addresses the growing importance of data governance as utilities and electricity market participants prepare for changes to their regulatory reporting processes.

A central development under Order No. 917 is the planned transition to XBRL-CSV, a structured reporting format designed to support standardized data submissions. The rule also introduces changes to the treatment of transaction information supplied by Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs).

These developments create new considerations for reporting teams, particularly around data ownership, reconciliation, validation and accountability. Organizations must evaluate whether their existing systems can accommodate revised reporting requirements while maintaining reliable records and effective internal controls.

The transition also highlights the need for closer coordination between regulatory compliance, finance and technology teams. Preparing for new data standards requires more than a change in filing format; it involves examining how information is collected, reviewed and maintained throughout the reporting process.

As FERC develops its implementation framework, the importance of accurate, consistent and well-governed EQR data will continue to grow.
